Professor Coulter wrote Social Mobilization and Liberal Democracy, Political Voice and Measuring Inequality. He edited Politics of Metropolitan Areas and Policy Evaluation for Local Government. In addition, he published articles in Western Political Quarterly, Public Administration Review, Policy Studies Opinion Quarterly, Polity, Sociological Quarterly, International Administrative Science Quarterly, Urban Affairs Quarterly, and Social Science Quarterly. He won the William E Mosher Award from the American Society for Public Administration, the Outstanding Alumnus Award from State University of New York’s Rockerfeller College of Public Affairs and Policy, and the Outstanding Academic Book Award from the Association of College and Research Libraries. In the latter years of his career at the University of New Orleans, Professor Coulter changed his specialty and did most of his teaching in the area of comparative public policy (rich democracies). He retired from UNO in January 2006.
