Dr. Kiefer’s research has been published or is forthcoming in Public Administration Review, the Journal of Emergency Management, Public Works Management and Policy, and the Journal of the Global Awareness Society International. As a faculty associate at UNO’s Center for Hazard Assessment Response and Technology, Dr. Kiefer participates on several interdisciplinary, FEMA-funded research teams studying flood loss and disaster resilience. Professor Kiefer has been principal evaluator for a broad range of programs funded by the U.S. Department of Education, State of Louisiana, and several cities, totaling over $600,000 in funded research. He has delivered numerous papers and chaired panels at professional meetings in the United States and Canada.

Dr. Kiefer serves on the Executive Board of the Section on Crisis and Emergency Management of the American Society for Public Administration, and is a member of the City of New Orleans Local Emergency Planning Committee. His current research interests include hazard policy, emergency management, and program evaluation.
